Karén has over 24 years’ experience in the conceptualisation and design of large infrastructure projects and programmes. She started her career in 1989 as a financial specialist and grew into a project management role with a focus on public sector funded projects. In 2001, she was approached by USAID (IP3) and seconded to the Department of Finance of South Africa (the National Treasury) to participate in the establishment of the South African Public-Private Partnership (PPP) Unit in the National Treasury. Karén spent nine years with the South African National Treasury PPP Unit and thereafter became the Head of the Independent Power Producer (IPP) Procurement Office in the South African Department of Energy from 2011 to 2019. Karén also has extensive experience in the procurement and funding of large-scale infrastructure projects including accommodation, toll roads, water and sanitation and school infrastructure PPP concessions. She is currently an independent consultant operating in various infrastructure sectors.
